Business With Owl Still Broken

I have been unable to continue forward with this side mission for a while because the body at the Railway Maintenance Facility just isn't there. I have looked everywhere, high and low, and even after the most recent patch it still isn't there. Kind of disappointing because I don't want to miss out on a side mission because of a bug, it would be the first bug after 44 hours to actually prevent me from furthering in any mission.

same here, in my 2nd playtrough and picked the missing informant mission from owl. the coprse with the bloodstained note isn't there at the railway mainenance.

Worked, thank you! I installed the UEtools in ~mods and then pressed tilde ~ to bring up the console, once I entered the command and pressed enter, the mission advanced and the mercs spawned.

It's a problem that can occur with any radiant mission given by radiant quest givers. Save before reporting every quest and doublecheck after the fact, otherwise you might get locked out of that quest giver entirely. I got locked out of Harpy during my last playthrough and it was a pain since she pays well

it will spawn note in your inventory AND a group of hostile mercs at railway maintenance
