If you want sharpness, use TSR.
I have an RTX 4080, and even after updating DLSS to the latest version using DLSS SWAPPER, the game still looks blurry when using DLSS, even with DLAA enabled. Walking through lush or densely vegetated areas makes it even worse—it feels like watching a low-bitrate video.

This game seems designed to be played with TSR. It makes everything look sharper, even with settings like "Quality." If you can handle it, use the option without any upscaling, with TSR set to 100%.

Try DLDSR with DLSS quality or balanced its also have really good effect.

Also running an RTX4080.

I also started using TSR recently after reading a lot of reddit threads on the topic of graphics glitches in the game. I started out testing out no enhancements at all - which looked OK for most textures but awful for details like cobwebs etc.

TSR seems to keep a good level of performance with reasonable quality, if not with quite the same graphical wow factor of DLSS *when standing still*. When moving it removes most of the terrible flickering lighting on foliage, and strange blurring as the OP describes. I did though notice more weird reflections on flat surfaces at extreme angles that momentarily become super bright.

Same thing - 4080 , TSR is the best setting when it comes to sharpness
