I also started using TSR recently after reading a lot of reddit threads on the topic of graphics glitches in the game. I started out testing out no enhancements at all - which looked OK for most textures but awful for details like cobwebs etc.
TSR seems to keep a good level of performance with reasonable quality, if not with quite the same graphical wow factor of DLSS *when standing still*. When moving it removes most of the terrible flickering lighting on foliage, and strange blurring as the OP describes. I did though notice more weird reflections on flat surfaces at extreme angles that momentarily become super bright.
