Can you NOT fight Shah?

During one of the quests, stealth approach can yield good outcome with Roosevelt and you remain neutrally-friendly with his gang, but it seems approaching Shah non-aggressively still locks you into a combat with him and his two degenerate-bodyguards, even though the rest of the camp just walks away.

Is there a way how to approach Shah and have him yield without a fight?

Just kill the guy who gave you this quest in the first place.
No need to even approach Shah or Roosevelt this way.

For the sake of completion, it can be interesting to go through the whole storyline. Just unclear whether the game accounts for you trying to be as non-conflictual as possible - Call of Pripyat was heavily based around that.
