How to increase GPU usage?
spec
13700KF
RTX5080
32G D4 3200MT
Win11 24H2 26200.5518

I have downloaded performance mods, games at max settings and getting around 60fps with GPU running at around 60-70%. CPU is at around 40-50%.

I have also tried putting the process on high priority, no changes.

What res are you playing @?

I'm playing @ 3840 x 1600 and my 5080 is @ 99% usage with a 9800X3D.

im playing in 2k i have 5080 also and its using 99 percent i also have 7800x3d also so maybe its somewhere in your specs
if your GPU usage is not in the high 95%+ range it means your system is bottlenecking somewhere and since its intel i would try to figure out if your system is putting the game processes on the efficiency cpu-cores and not the power cpu-cores.
You might be one of the unlucky......
Nvidia cards in the 5000 series are missing ROPs. Nvidia says the performance loss in average is 4%. Tests made of independed testers are saying 10-15% loss of performance.
Here you can read some basics about the issue but there area lot more infor about the issue when searching for it.

Never ever heard about CPU-Limit? That is probably one. Your CPU cannot deliver the data as quickly as your GPU has processed it. Ergo - the GPU is bored and is not fully utilized.
Btw - this has nothing to do with the missing ROPs. Although the cards with missing ROPs have less power, they can still be used to 100% of their capacity in the sensors. In practice, they reach this 100% earlier than the GPU with all ROPs.

Set this:

Also you can enable RTX HDR & Digital Vibancy via nVIDIA App

now my disclaimer i haven't tried this as i only just bought Stalker2 and installing it now, but these settings work in most games, though in some games the antialiasing transparancy setting enhances it too much though

this video is where i learned about this, it's a bit old but will give you ideas:

i'm sure this is how developers make such gorgeous screenshots of their games . .
so i have it installed now and i tried these settings but the antialiasing one makes artifacts in this game - same thing as in MechWarrior5Clans, both use UE5 - whereas in some games they both work and will add about an extra 10% usage - but you could try using x8 Supersampling

Its a cpu limitation in the settlement areas. I have the 13700k and 4070 and I can only get 55-60fps in those areas but 90-100 in the forests
