Can’t talk (trigger dialogue) to Ricter at his tower in Yaniv

I fought off the Monolith attack at the front of the station and was told to talk to Ricter in the tower base he has setup. I walk up to him and there is no option to speak to him yet the quest marker is telling me to.

This is probably the 2nd time I’ve been locked out of progressing through the main quest after the first time where I couldn’t trigger the dialogue with Doctor where he’s looking over a wounded stalker at the hunters camp.

Does anyone know a way to fix this problem?

I thought it was bugged too, but if you notice the objective says to search Nestor's stash, which is at the end of the crane. Once you do that, Richter will talk with you.
