Also, this game has made a deliberate diversion from older games in terms of helping you identify the locations and friend/foe status of (potential) enemies. Removing binoculars could be part of that game design decision - making it harder for you to have awareness of what is around you, so that you are more often surprised when something close pops out at you.
I doubt feautures like that are DLC based, the game was just not finished to begin with so I bet things like that will be added to the base game eventually

In the original series there were designated faction POI where teams would spawn from and roam the map. The moment there was LOS you could shoot at them from across the map. If factions' teams bumped into each other or roamed into another enemy faction POI they would trigger combat. In Anomaly factions actually battled for positions on the map and would take over POI creating a push/pull for territory between factions.
