This game has always had elements of armor and weapon development.
Basic weapons are always worse than later ones.
This is a lack of realism, but this is to stimulate character development progress.
You need to choose weapons with greater armor penetration.
Exosuits most definitely need better visual hints than a slightly different hue of the camo, in order to ID which faction they belong to. Even more so in the dark.
It is canon lore that some Monolith Fanatics still believe and act according to the Monolith, even after Strelok deactivated the Wishgranter Device in Shadow of Chernobyl, just under the leadership of the Preachers. We saw this in Call of Prypjat. The others either joined Noontide or act like Stalkers.
It is also is the only time we see Monolith soldiers in lower tier Armor because after the signal all you see is Heavy Radiation Suits or complete sets with Exo frames. I think it's intentional.
Most have got the OG style helmet and mask, but imo the Bulat style headgear looks better.
That's strange, troops for me still are varied, I have NPCs running in all kinds of armors including exos and I am pretty far in the story. Are you running some other mods per chance? Maybe mod gets overwritten by some other mod.
