Report a translation problem
Hera broke for me last night after 4 successful quests.
Harpy broke for me after 1 quest.
I have bad news for you, there's no fix officially yet from any patches.
However, for the first-time, I had to MOD my game just to target and fix these -
You would need to grab the UE5tools console command mod first.
Load into your game, press F10 or "~" to open the tiny command window, and type in the following text to fix the particular vendors:
I believe UE commands could be case-sensitive, haven't confirmed to err on the safe-side, just copy/paste commands into the command window, then press enter to confirm.
You won't get any visual feedback typically from the game or the console window.
Wait a few seconds, then talk to the broken vendor in question to see if they RE-OFFER quests again and it should cancel the stale-completed ones.

The workaround I found to avoid potential broken quest(s), before turning-in the quest, QUICK-Save or full-save the game then turn-in.
If quest is stuck/broken, reload game and try the turn-in process again.
Otherwise, fallback plan is just to throw your console commands in sadly.
