fast travel guides don't cost anything anymore?

when I go to a guide, there's no cost next to each of the place's names anymore. I don't see any patch notes on this. anyone else get this?

I only ever seen this at Yaniv Station when late in the story, other places charge

I thought it was related to some kind of milestone in story progression.

Your reputation with the faction this guide works for is "green"
This makes fast travel with that guide free of charge.

I do think it is related to reputation, but I don't think merely "green" does it. It seems like reputation can continue to improve beyond the point where the traders turn green, and at some point reputation with the faction means the guide doesn't charge you. As is typical in this game, this seems to be a hidden mechanic with very little to clue you in to it working that way.
