Start of Endgame - best detector ?
my next quest is Cafe Olympia or the Hotel, which is likely the endgame.

And I have a lot of fetch-quests for artifacts open.
I am wondering if VELES is the best detector because that is what I have. If there is a better detector, what quest am I missing to get it ?

It's not, it's always a tradeoff.
Veles offers anomaly detection, but has a short range. The Hilka on the other hand doesn't give direction nor anomalies, but it has twice the detection range of the Veles and can be a competitive option when actively hunting artifacts.
It all depends on what you want to do and how confident you are with regard to anomalies.

So the veles replaces bear as a direction giver and hilka stays due to its max range?

Hilka is only useful at finding "loose" artifacts in the world. Once you picked those up it becomes useless compared to Veles because artifacts spawn in specific zones exclusively.

This is the answer. ^

While you can do that, it just get annoying having to open inventory, switch to hilka and run around with it and once you find an artifact from distance you switch to Veles. While instead you could just run to each anomaly field and take out Veles to see if it has an artifact.

I kinda disagree with that because when optimising for max artifact return, having a 50m advantage in knowing whether a spot will give an artifact is kinda useful. On the other hand, I personally don't need to have the location of the anomalies on a screen because I can see them and avoid them, if needed with the help of bolts.
I've stashed my Veles and kept the Hilka, and I found that I make more money faster that way.
I guess it all boils down to gameplay approaches.

This is not true, the Veles is the best hands-down because it also shows you the extent of where anomalies are, makes it much easier to navigate to the artifacts without getting hurt or worse,

For me Veles is the best. It has the best Range a points out everything.

I like the Bear best. Easiest to navigate straight toward the artifact and see how close it is. I don't need a detector to reveal where anomalies are, I can see those. I waited a long time to finally get a Veles and then swapped right back to the Bear.

I wish artifacts could spawn in any anomaly, randomly, in which case the detector with the highest range would be best for me. Instead, artifacts always spawn in the same places, making hunting them not really a thing. It's more like a bus route, making stops to see what has spawned there.

98% of the anomalies are going to have an artifact in it after two emissions. Still pointless
Veles is the best hands down.

The Hilka has range, but that is made absolutely pointless because we already know where artefacts are going to be, so having a limited detector with a long range doesn't give any real benefits.

You already know where the artefacts are going to be, the Veles lets you see their location and the location of anomalies giving you the opportunity to traverse them safely which is far superior to having a bigger detection range without the other benefits of the Veles.
