It's not, it's always a tradeoff.
Veles offers anomaly detection, but has a short range. The Hilka on the other hand doesn't give direction nor anomalies, but it has twice the detection range of the Veles and can be a competitive option when actively hunting artifacts.
It all depends on what you want to do and how confident you are with regard to anomalies.

I kinda disagree with that because when optimising for max artifact return, having a 50m advantage in knowing whether a spot will give an artifact is kinda useful. On the other hand, I personally don't need to have the location of the anomalies on a screen because I can see them and avoid them, if needed with the help of bolts.
I've stashed my Veles and kept the Hilka, and I found that I make more money faster that way.
I guess it all boils down to gameplay approaches.
This is not true, the Veles is the best hands-down because it also shows you the extent of where anomalies are, makes it much easier to navigate to the artifacts without getting hurt or worse,
I wish artifacts could spawn in any anomaly, randomly, in which case the detector with the highest range would be best for me. Instead, artifacts always spawn in the same places, making hunting them not really a thing. It's more like a bus route, making stops to see what has spawned there.
The Hilka has range, but that is made absolutely pointless because we already know where artefacts are going to be, so having a limited detector with a long range doesn't give any real benefits.
You already know where the artefacts are going to be, the Veles lets you see their location and the location of anomalies giving you the opportunity to traverse them safely which is far superior to having a bigger detection range without the other benefits of the Veles.
