Also, the screenshot is likely misleading as I'm pretty sure weapon still deal different amount of damage even if they are shown as doing maximum damage. There is no way M701 bullet does the same damage as a shotgun blast or that RPG does that tiny damage it is indicated by its damage bar. It is about time someone datamines stat values for our gear so we can compare them properly.
Edit:
I search interwebs and there is actually datamined spreadsheet with stats. And all shotguns do same amount of damage per shot and deal more damage than sniper rifles. /facepalm

You can get one really early by heading to Yantar as soon as you can leave the lesser Zone. There is one on a crane in a vehicle graveyard. You can get to it by jumping across a bunch of buses OR..... Standing below it and shooting it so it flies into the air and down to the ground.

Both are fine. I wasn't going to spend $140K just to buy and upgrade another Saiga for buckshot use when I already had a RAM. In practicality it's rare I need to reload the shotgun in the middle of a fight, and the RAM carries 14 rounds, the Saiga 13 rounds with extended mag.
RAM with buckshot is for short range, the Rhino is for mid range, and the flustercluck is for weak enemies like dogs, humans at any range, and long range.
even with blueprints they won't do them?
