Efficiency isn't really a question. How the weapon performs, and how that performance is handled by the user will determine the efficiency of the weapon.
If this was call of pripyat I'd say ram. But it isn't soooo (Which also reminds me why it drives me insane the first pump action has glacial reload speeds now. CoP rusty pump action had the fastest reload animations by a bit. Now it is trash reload speed to make unlocking the magazine upgrade for it look better...)
For me, the Ram 2 has a faster aim time and less recoil than the Saiga which allows the user to acquire targets faster and track them more reliably. The reload speed is not a massive gap - you shouldn't be using this weapon to engage multiple hostiles in such a way where you would need to reload outside of cover. The Ram 2 is more of a surgical weapon that is best used after you have already taken a tactical assessment, and have full control of the battlefield.
Saiga is great for engaging hostiles with assault tactics at close range - if you're rushing targets.
Like I mentioned earlier - how you use the weapon makes all the difference in how efficient it is.
You can like the gun for subjective reasons, I liked my Decider, unique version of Fora-221, and used it for very long time until it was absolutely not viable unless using AP ammo. Dnipro is objectively better weapon. Same goes for Saiga when comparing it to Ram 2, Ram 2 looks cool but objectively it is worse gun.
