Rendering from kilometers away would take so much more power. You do know that, right?

No its not. And you dont need kilometers away, some 200-300 meters will do. Thats more than enough for a visual scouting of an area, and also to prevent spawns behind player's back. NPC can be easily calculated in background. U dont need to simulate more than 50-100, and without any graphical rendering its just some coordinates and states - where they go and what they do. Start rendering at 300 meteres away and you can have good enough starting point for a living Zone, doesnt need full 4K HD models at that distance, naturally it should have distance-based LOD models, only give full model render on screen-space enemies - like ones you zoom in on through scope, cant have more than 3-5 enemies in a scope anyway, and its not really that taxing to render 5 NPCs for any average PC.
X4 simulates hundreds or even more than a thousand of ships real time across entire game universe, with all their coordinates, states, cargo and activities. including simulation of combat, damage and many other things. No one asks simulation of an entire Zone, but some background simulation within range of 200-400 meters away from player is a must.
It's just the pinnacle of immersion breaking and the opposite of what a game with this reputation should be doing. Aside from present political circumstances which I definitely empathize for the devs, the bottom line is this whole idea of S2 being "open world" is just not there atm.
Hopefully modders can make this right.

The "rendering meter" doesn't have to be "pegged" at either a too-small a radius or a huge "kilometers away" radius.
A middle ground could be achieved - say, as far into the distance as the org series rendered A-Life, and NPC's, etc. (which was pretty far but no place near "kilometers away").
New fancy game on years-newer typical home computer hardware ought to be able to handle that - and it would be a great improvement while still not "pegged" at an unattainable "kilometers away".
