No technician can upgrade my armor

Hey guys, I wanna upgrade my late-game skeleton armor but some of the upgrades are locked at every single technician in-game. Don't wanna spoil anything so I will not discuss locations, but I looked up the location of every single technician and tried all of them, none of them can upgrade the armor. I have the blueprints and everything, but it just says "this technician cannot install this upgrade". Are these specific upgrades supposed to be not allowed to upgrade?

It doesn't say it though, there are few which I cannot upgrade because of the blueprints but there are some without any blueprint requirement and it still says "this technician cannot install this upgrade".

Tech in Yaniv can upgrade everything.

Some stuff cannot be upgraded at all. The Journalist Stash SSP SIRCAA suit, for example, can only have one upgrade installed in it while every other upgrade for it cannot be performed by any technician in the game.

This goes for Harpy in Yaniv. She cannot upgrade everything. There are two suit slots that no one can upgrade, and some armor like the SIRCAA suit that cannot receive any upgrades (save for the 1 that I mentioned).

This is definitely not true. There are weapons and armors that Yaniv technicians is not able to upgrades, I got few.
This is either visual bug where the upgrade requires blueprint but it gives you "technician can not upgrade this armor/weapon" message, might be logged behind main quest progression or it is simply oversight on GSC part where they did not properly code these late game upgrades.

Didn't try "everything" but either it's an oversight, intentional or a bug. By "everything" meaning you can upgrade suits and weapons but to a degree. Sorry for confusion.
