I figured out how to beat Zalissya
So I had the same experience as everyone in 1.0.3, I got to Zalissya and the doors were locked and ♥♥♥♥ was broken. So I waited around till the bugged npcs started coming out of the town hall, went down to the ribs to grab some artifacts.

Slowly but surely they started coming out and as the monolith npcs died off the quest started progressing, Eventually I killed them all off and was doing all the side quests like this ♥♥♥♥ was working.

I got through them all and got to the return to zelissya point at which it was broken again, I sort of turned in the quest to the gaffer (and got 1000 credits) but it was stuck. So at this point I decided I would wait till they fixed it and take a break.

At this point I got really drunk, and I think this is the key. I went through a handle of sailor Jerry tonight and decided to try again and just brought up my last save and ♥♥♥♥♥♥♥♥♥, the monolith attack is happening, so I shot all those ♥♥♥♥♥♥♥ and I can't believe it but I got this ♥♥♥♥ done. So anyway, that's how you beat zelissya

Zalissya defense is probably the most buggy quest in the entire game at the moment anyway. Nothing worked consistently for me, but I managed to aggro some monolith from the sphere and it seemed to unlock the next quest stage to enter the main building in Zalissya. For that, monolithians need to spawn outside this building.

After that, as we know the building is full of monolith and loners, they're all agitated and trying to fight but they can't because safe zone. So talking to the different npcs I got no dialogue choice because it's buggy to hell and back, but I still got an updated objective and I was able to at least complete the main one, and eventually beat the mission and saved the village.

I fixed it by luring a soldier from the northwest corner of Sphere to the eastern entrance of Zalissya. No issues since, did discover that any settlement doors will lock if there are enemies nearby.

Maybe there are supposed to be enemy soldiers there and killing the last one is what triggers the door to open, but the enemy soldiers are not instanced for whatever reason.

On mine they were all spawned in a clump inside the town hall pointing guns at each other and putting them away in the no combat zone. As a bonus there were three dead stalkers in seva suits off in the corner of the hall after i got it progressing that had 2 rpks and an extra seva suit between them so i made out like a bandit on top of it.
