bandits in brood and commisary? should i kill them all?

i don't wanna progress the main quest much and roam around and open the map as much as i can for now, i'm in garbage and here there are two locations called brood and commisary, i want to be friendly to those guys, but second i'm in sight detection meter appears and then they turn hostile.. is there any way i can be friendly to them and take quests from them? or should i just kill them all? those guys dont look like the basic military enemies they are factions probably but i just dont understand why they are automatically hostile towards me instead of being neutral.. i'm usually approaching them with a bolt and artifact detecting device in hand, is this the reason they are hostile towards me?

I was just there, exploring like you do, and they took hostile action, so I shot them all...

...or, wondering if those bandits keep spawning - I just had to leave in the end as they seemed to pop up out of the ground indefinitely...?
