Have you played cyberpunk on day on 1 on pc or you just repeat what others say blindly?
I'm lucky that I didn't suffer from the tech issues that others are reporting, but you basically have a walking simulator with empty maps and an inferior spawning system to the original SoC released in 2007.
It isn't just nostalgia. The original definitely didn't have maps and buildings as empty as this one, and had more memorable firefights. Most of the firefights in this game just end up being shooting small groups of bandits out in the open.
CP2077 on console was nasty work though.
In Stalker, the performance doesn't scale well when you change the settings.
When you lower a bunch of settings the performance is still crappy.
You should check your machine.

Enable DLSS/Framegen if you want as much fps as possible.
