i found this interesting as in the previous game when you're guiding topol and the rest if you kill the controller, it releases topol and his crew. So maybe its only if the brain control just happened it frees them. meaning it doesnt have enough time to scramble their brain.

Although there's some 'belief' when you go and fight the controller in the WSP
that you do 'relieve' someone for it though their after effects take time to wear off. everyone else there is cooked beyond repair unfortunately

This makes me think of one of the campfire jokes.

2 stalkers are riding the ferris wheel at Prypiat. The first says to the second "wow look at this luscious view, and you thought we couldn't handle that controller."

or maybe Scar. Not that he survives the brain scorcher effect, but as the one individual to survive an emission (first one of Clear Sky) that we know of, he likely is the only one with a comparable natural psi resistance.

Of course, its also made clear, there is no surviving the second, so maybe that event also weakened his resistance considerably.

Well, then why in Call of Pripyat there was a mission where if you kill controller without killing zombified stalkers, they would dezombify?

First one in the opening cutscene, after which he wakes up later in the CS base. Second time at the observation tower after being chased by boars.
