2. Can i find rare artifacts twice like for example magic cube?

Also yes. You can find more than 1. It have two Thunderberries.

It can take a while to get it or be pretty quick. I have 3 compass, 2 took a long time and got one within just a few minutes from trying. Same with my 2nd thunderberry, wasn't even trying. They are rare though

I just found the Compass at the Ribs in the Lesser Zone. Early game.
I'm not kidding.
I mean ive found the Magic and Hyper cubes at the southern areas but this is a bit ridiculous IMHO

I got mine from Claw anomalous area, gravitational anomalies, in Zaton. I also got second one but I do not recall from where.
