keep both the hilka and the bear, the strat is to run around with the hilka at all times while not in combat and when you get about 50 m out from an artifact swap to the bear for more accurate tracking

The two best detectors are the Hilka (best range), and Veles (best detection and display).

So if you are switching from the Hilka to the Bear, keep the Hilka. If you were using the Echo, you could sell the Echo (or just leave it in your stash, it's only one item).

When I run around, I keep the Hilka out for longer-range detection, and then when I get close I switch to the Veles for the actual finding.
