I have not seen or heard anything to indicate they plan to and when.
If anyone has any proof of upgrade dlc planned, please post a source instead of providing speculation as fact.

I surprised they don't have the option to upgrade. The Journalist's stashes are tied to a quest which only shows up if you have the deluxe/ultimate versions. Most of them can be obtained right after leaving the lesser zone, though upgrade and repair costs may make them difficult to use. iirc most of the items are just reskins of existing items, I haven't noticed any that are significantly better then their normal version (Have some late-game ones I haven't looted yet).
Probably best to just wait for the devs to release an upgrade DLC.
I'm seeing a few comments on reddit from players who transferred their saves from gamepass (standard edition) to steam ultimate edition saying they can't get the Journalist's stashes because they have already complete the quest "A Needle in a Haystack". Completing that quest triggers "Seek and You Shall Find" which is the quest to find the Journalist's stashes (and causes them to spawn in-game).
Historically with steam if you apply a steam key for a better version/bundle of a game steam simply replaces your old version with the new one (It's been a while since I've done this with a game). I'm not sure if steam store purchases work the same.
