2nd most advanced technician is in Pripyat but he still can not upgrade most end-game weapons so you will always want to go to Yaniv for end-game upgrading. This is annoying as Yaniv guide vanishes at certain point in the main story and does not want to come back (it is a bug.. :)).
Of course if you haven't unlock the part where you can interact with that Technician, or if you decide to side with the other faction making you unfriendly with the Ward, you cannot get the upgrade
Edit: or maybe the same dude in Chemical Plant could give you that upgrade? I haven't tried as I have only tried with the one in Prypiat
