Look for the guide symbol. I have found there every time and I run there very early in the game. In the main area.

he is simply just not there, between the doorway and table, he is not there...

Garry should be standing against a wall in the biggest room in the building next to a counter. Other side of the room from Hawaiian.
If he isnt there maybe try loading an earlier save and see if he shows up ??
