That and they didn't spawn already hostile and gunning for you. They would actually be walking along their route or guarding their base, giving you ample of time to figure if you should approach or gun them down.
Better yet, it should give you a pointer to what faction this character belongs to, which would immediately let you tell if they're hostile or not AND make the in-game factions a lot easier to tell.
Most factions tend to have clear symbols and patches so you can tell what side they're on to prevent friendly fire to begin with. Let it be a flag patch, a colored bandana or whatever. Duty and Freedom now only have red patches on their chest. Monolith has nearly the same color pattern as mercenaries. And Military/Wardens look almost the same safe for the label on their chest. Bandits and stalker sometimes wear the same armor.
