replicating enemy problem?

I was going to ask this about the dog, but there's also "human" versions.

It's the one where there's an enemy, might be a single dog thing (not blind dogs) or a guy shooting at you, but they vanish when you shoot/kill them.

I think with the dog you need to find and cap the real one, but that's pretty hard and with the human version I've had to just run away.

Tactics/tricks?

that's likely a psi attack, pop psi blocker or get outta the field.
Or its a new enemy I haven't got far enough to encounter
