Stash Box on Concrete Structure in Garbage

I am at the strange concrete structure north of Hlynka and south west of the Plant in Garbage. There is a blue box on top but I cannot figure out how to reach it. Anyone figure this one out?

Screenshot of location? There is an upgrade north of Hlynka, description reads:

The small safe is on concrete plates. It can be reached by travelling through the spatial anomaly behind the bar 100 Roentgen.

I assume you mean that one.

If you're talking about the Concrete Anomaly there's a part on one of the floors where you gotta run and jump from one set of wood planks to the other. If you want to get down fast jump from the middle ontop of the structure and aim for the cloud anomaly on the ground to break your fall.
