The main story gives you this shotgun early in the story, but 40 hours later I still haven't found a technician that can modify it?
It is a terrible design choice by the devs.

I think devs made it on purpose. It's one of the powerful shotgun in the game and you can find it at the begin of the story. Some technicians can modify it when you will be near 60/70% of the story because you'll find a Spas full enanched and full auto like the Saiga but more strong!

Even unmodified its still a good shot gun because it loads so fast.

It's kind of your endgame shotgun - if you prefer magazine based shotguns. With the mag modification from Prypiat this beast gets even more teeths. You can always upgrade it - the zone is open to you after leaving the Lesser Zone. Only because there is no main quest leading to there doesn't mean you can't do a little exploring. Just go to Yaniv.

doesnt the yanov station one modify just about anything ? they atleast do the seva suits

Yeah I was very sad that by the time I finally found a tech who could upgrade the Saiga, I also found a vendor selling the ram which was my main for the rest of the game. SEcond playthrough I'm just staying on and upgrading the Saiga.
