How is my PC?
Wondering if I could run this game at stable 60 fps or higher. Any help is appreciated!

What resolution is your monitor.
You should get 60fps in the open world, but it will drop in towns a bit most likely

I have twice your ram, but a 3090 vid card, and my processor is a 12900KS. I'm running it with almost everything on ultra, and dlaa (i believe, I forget right this second what it was) and quality-leaning settings. It seems o.k.l to me, but i'm also not FPS-hawking (constantly monitoring my FPS) the whole time i'm playing. Honestly, i was running everything on high at one point, just because I was worried it would be too laggy if streaming with Ultra settings. I then said "frig it," and put everything up to ultra.
If'd say it is dependent upon what settings you choose, maybe turning down shadows (if that is an option, i forget), & testing it from medium/high settings, i'd think you'd be alright. I can't say it wouldn't dip occasionally, and if you're going to get upset at it dipping below what you want ("60") I don't know if it would, nor how much it would, especially since your choices in settings will have a lot to do with that.
If I HAD to guess, i'd venture to say MAYBE your CPU would be a bottleneck, and possible issue if you tried to run it too high? Not 100% on that, since I haven't been (again) "hawking" over read-outs of CPU usage/FPS. I DO notice my CPU temp going up a bit on the lcd monitor on my cooler. I'd assume it is using numerous, if not all, threads, but not 100% sure, again, on that.
Honestly, I think it's more a matter of "How low are you willing to set things, or what are you willing to sacrifice for the fps?" I'm no specialist, & maybe others with more knowledge than I can correct me, or redirect towards other issues/solution, but if I had your system specs as you stated, i'd run it, and just tweak things down as needed, starting with shadows, dlss, etc. I'd be willing to bet you could find a graphically acceptable, and fps stable point for the game.
Just my 2 cents/opinion...

Your PC is as good as it's weakest part, which is your CPU, and thus you have a low end PC, Maybe if you play on low settings, you can get 60 FPS, idk.

Bottlenecking or not I only bought the gpu to stretch out the life on my pc a little. Worked for a year but seems I’m reaching its limit. Probably wait on this game for a little longer not like the game will be going anywhere
