Unable to activate side quests
I'm in garbage, I've run into Lex Legend and Kostya Bedlam and both have quest markers above their heads yet neither do anything at all. This is the second side quest in a row I've row into where they just offer whats new in the zone and thats it. Is this a bug? A reputation thing? Like what?
