Steam is downloading 14 gigs, and installing it across the game files you have installed.
This can be a bit misleading on games like this because i believe steam still shows the network being used normally but if you check the stats on the download page it's downloading in like tenths of a MB / sec even if you're downloading at your max speed according to the page.
Because to do patches like this you sometimes need double what the game takes up. Yes it's stupid. Blame modern game development. Unreal is just carrying this horrid practice forward because it's easier for devs. Not users.
