Stuck at chemical plant

I sided with Ward in the intial village
I was told to go west and speak to some colonel
I got to the Chemical Plant , the Liutentant cleared me but there is a soldier STUCK in the gate. I can't move past him or talk him into moving and if i shoot him they all attack me.
So.......what do i do ???

He is not at the chemical plant, he's in the garbage to the northeast, look for a marker on your map.

The bandit base in the garbage that you assault in shadow of chernobyl, if you know what I'm talking about, he's southwest of that.

Go around the back of the base, there's another guarded entrance but nobody picks on you. And every time you leave the base you'll have to go out the back. Lt. Mateus at the front gate is bugged

That part felt really weird to me too, it really looked like he let you in the Chemical Plant but looks like you are not actually allowed in there, instead you have to go around it and follow the next quest marker. I have no idea why the game guides you there in that case, and not to the colonel's actual position.

Sucks because at that point I really wanted to use my personal stash but you can't use it until you make it to the Slag Heap, or go back to the initial village.

dont go into the chemical plant yet, check your map and go north east the where the colonel is
