It will continue when you're further into the main story, after you go to a certain base in the Swamps.

Shouldn't be. I completed it in first playthrough all in one try. Try reloading a save maybe?

It is not, You have to progress far enough into the main story and it will then unlock.

Done this, about to go to SIRCAA. Still nothing

Fully finish SIRCAA then it unlocks. Arena level 4 and 5.
