Just tried it and Ragman in Rostok/Bar does buy broken weapons. No mods installed. Might be lowest paying trader or one of them?

No, it's vanilla, Ragman will buy broken weapons as long as they have at least 10% condition left ... you get 3 guesses why he's called Ragman :D
