But every NPC says it that way, so it's clearly the intentional pronunciation.

I'm pretty sure it's pronounced like that because it's not "Psy" as in "Psychic" it's Psi as in Ψ the letter in the greek alphabet.
That link should be a timestamp for 3:03 in the video showing you how Psi is pronounced
Like the 2004 game "Psi-ops" using that spelling very specifically to do wordplay on a real life term that's all pronounced "sigh-op"
But Psi is greek alphabet and meant to be pronounced as "see" and it does seem like that's a very deliberate choice, even though the psi-energy in the game is clearly related to some form of psychic power lol.
It should probably be called "Psy-energy" and pronounced as expected, it would make more sense.
They say "Gun" weird too
I agreed. But the backdraw is that i have to read everything instead of being able to listen and do light reading if there is alot of background noise.
It refers to "psionics", which has a very different pronounciation in european languages compared to english and american english.
It is a cultural difference, considering the origination of the game and the world clearly it is "p-see" for you english native speakers ;)
But i see this as another form of metric vs. imperial systems, just on a language basis :D
Not in many other languages, might be a force of habit for some of the speakers. Btw the non-english voiceover is better.
