Three captains bugged?

I just completed the Three Captains side quest. Any time I go to the Shevchenko it's empty, nobody is there. Although, there are markers to where Beard and other traders should be at their booths. I've tried reloading and leaving the area, then going back. But it's still a ghost town. Is this a bug? Or am I missing something?

Guess everyone moved to the Skadovsk.

Yeah, this is my assumption as well. It is just oversight or bug that those marker still show at Shevchenko. There is even your stash and bed to sleep in.

this happened to me too and I need to talk to beard to finish the shock therapy quest but Beard and Sultan aren't at the Skadovsk either.

After completing the quest, beard and sultan are also missing for me. Hopefully it gets fixed...

after the quest i had a random npc behind the counter where that gipsy lady was on the sultansk and beard and sultan werent there too.

i went to sleep and beard appeared behind the counter and sultan was sitting on his couch. try going to sleep once, maybe. maybe i was just lucky, idk.
