Weird bolt recharging

so i got the weird bolt artifact and have walked through a couple anomalies but now the bolt is uncharged and doesn't do anything, it says in its only able to be recharged with a stronger than normal anomaly. but how? do i take it back to the tornado or what

It gets recharged during emissions from what I can tell, and while uncharged has a massive stamina use penalty

Does it have to be in your belt to charge, and how do you know when it's fully charged? Also, I assume it will still charge from an emission while you're in adequate shelter, otherwise you'd die if I'm not mistaken?
