On the Edge Quest bugs *Spoilers*

I have been messing with this side quest all day and get the same outcome no matter what. Gone back hours worth of save files to see if I could change something to fix this bug but with 0 success. I even have the achievement of protecting Zalissya but if you walk far enough away, I’ll get the message that everyone these has pretty much been killed after I received the message not even a minute before that Zalissya is still standing strong?

Currently on the quest to bring a scanner or whatever to Scar after the the Science campus went to hell but was stopping by to do this quest before I made my way there.

I have tried doing the quest objectives in multiple different orders - no fix
Killed every single monolith in the area during the initial attack and the second one - quest objective bugs and says I need to kill all the monolith even though I’ll get the message that I successfully killed them all
Tried multiple different suggestions like killing them all via console commands, or teleporting out and in also with console commands - no fix
I know people have posted that an emission is causing all the monolith to be stuck inside and they can’t kill them unless they’re using console commands, however this issue isn’t relevant to me and and potential fixes people have stated for these are also not working
Disabled and deleted all mods that could’ve possibly been affecting AI in some sort of way and the outcome is still the same

Right now this was the breaking point for my play through, I’ve been able to put up with all the other issues with quests or AI blocking pathways or causing any other kind of issues but I’m not willing to go back even further in saves to try and fix this specific quest, but also not trying to continue if this is going to keep occurring.

I also got the achievement and the speech. There was no tech left so I started moving to the slag heap and got the message Zalissya is gone. The only thing that appears to be left is a bed and storage crate. The guide in slag heap won't even take me there anymore.
