Well, in original games they would sometime cook stalkers and turn them into zombies, but their main mechanics would be to regenerate artifacts into anomalous fields. This is why sometimes in previous games, it was a good idea to sleep a few days and then raid every anomalous zones in a map.
I suspect it may be a chance to respawn over time, but it's possible they have a chance to respawn simply from leaving the area, whatever that area happens to be whether it's distance based or a zone of the map.
It's also possible the areas that I've seen respawn are due to having a mission in the area. Maybe picking up a mission that happened to be in the area of an anomaly field reset the area and spawned an artifact.
Really difficult to tell from just playing the game.
