SA-U looks like interesting unique version of AS Lavina. I just got it so I'm not sure what sights or scope can go on it.
AR of choice for me must be able to mount scopes as my other weapon would be shotgun so I need something I can use to snipe from distance. I like Fora-221, particularly its unique version called Decider, but it is not viable past mid-game as its low penetration require multiple headshots to down any armored enemy. Even Dnipro takes 2 headshot to kill exosuits enemies when you start beefing with Ward.

like a shotgun for low tier mutants and can put humans away at close range with a headshot.
Also very light and ammo is everywhere.
There is no single answer. You could have something with more damage, stat-wise, but then another rifle with lower damage but more penetration, which then beats the one with higher damage.
Then you have combat style. Something with very little penetration and damage could have an extremely high fire rate, and therefore deal more damage per second, overall, (DPS).
To attempt to answer the question, You'd probably want to go for something with high penetration, low recoil, high range, with low damage drop off (see how this gets complicated to narrow down?), and high accuracy.
It's all very well if something can spit out heavy calibre bullets at a high fire rate, like the Groza S-14, but it's another thing when you can have an accurate, low recoil rifle, like the Dnipro score 5.45mm headshots at long range.
So the answer really depends a lot on your own combat style, but not only that, it depends on the conditions you're in, ranges, and ALL of the characteristics of the weapons compared to one another and then compared to the above conditions.
TL:DR
The Dnipro.
If they ever fix pistol AP rounds then definitely the Dnipro only because unlike the Kharod it can have a dual mag for faster reloads but if they ever put the Kharods in the game (and fix the longer reload times) itd probably be better besides the higher weight only because of the Kharod having much less recoil.
Runner up with be Integral-D because of the laser beam accuracy
