The only things I came across by "naturally" progressing (read: playing the storyline and do some exploring, not roam around all the zone) is buying a helmet which can have 2 psi upgrades (the third one needs a blueprint which you need to look for - without having a clue where it might be). And the then there are the psi drugs. Both the helmet and the drug helped me to go past this mission with "ease" (easy - once you know how it's done).
Now the trick is, it's not free. It costs 40k.
I haven't been doing any Icarus missions back then. I guess I skipped it by mistake and now its just a wasteland
Interesting - is that the science guy giving that quest? (I only entered the Icarus base with my Ward-playthrough)
Also there is a SEVA-D suit (slighty worse) in the Garbage area , east of Slag Heap in an area called "Cage". It's on top of the construction building (roof)
The technician Sgt. Yeremeyev in Icarus sells you a suit after you complete a quest getting materials for him. The quest is called "The Side Hustle". I think you just go talk to him to get it. Not sure if you have to do other quests before, I forget. Once you complete the quest, he says he will call you once the suit is ready, but he won't unless you go back to Icarus before doing "Ad astra per aspera." The suit does cost 40,000. It's called the SSP-99 Ecologist. I know I found one of these Ecologist suits before and sold it...so anyone new, keep your psi resistance suits if you find any.
That Seva-I suit is also available by jumping on some pipes in Yantar in the building that used to have the prototype brain boiler. I got a side mission in the red forest super early in the game and decided to trek there to do it, found the suit on the way there and it carried me through the game all the way to Malachite.
It's actually in the Cement Factory zone
