Ill agree some mutants have excesive healthpools but burers are easy, rush them with a shotgun, as soon as their shield is down magdump them, they should die before they pull your gun more than once. Same with controllers, both mutants are vulnerable to rushes, you shouldnt play tactically against any mutant types except zombies.
True, running outside quests is always a tactic, you dont need to fight every battle.
I've learned sometimes it's best just to run away, Combat definitely needs a rework from top to bottom.
What's new now (and totally awesome IMHO) is that the Burer is able to control weapons on the floor to shoot at you.
tl;dr: nothing new here, powerful enemy from the Stalker series, knife it down is the trick. Also: pick your fights - like Jet Uppercut already said.
at least it has some balance instead of bullet-sponging every enemy
