Because gasoline has an expiry date and nobody is bringing more into the zone. They'd have to convert engines to biodeisel and even then, to what end exactly? Vehicles would only be valuable for moving materials and protecting workers/troops from small arms fire and mutants as they gathered materials or secured a location.
That's why specific factions use them in limited capacity, if they have access to mainland resources.

Dude is kinda lightweight. Have friend, hes local ex champion in downhill, we used to call him Ninja Turtle since his gear was more like motocross gear.
