Decider rifle.

I found a unique rifle called the Decider while I was exploring. Clearly it's a quest item because I can't get rid of the damned thing from my inventory. Does anyone know who gives the quest to find the rifle, and where I can find the quest giver? I tried the Duty base but whoever it is didn't appear to be there.

There should be a loner nearby that area for the quest, located near those large grain silos.
I personally kept the rifle from the quest.

I'm pretty sure I accidentally killed the guy that gives the quest because some bandits spawned near him and I just assumed he was one. Now I'm about 10 hours past picking up this rifle and still can't get rid of it.

Can't figure out how to forcibly remove it or start/finish the quest to remove the quest flag with console commands either.

There is a cheat table on nexus mods that will allow you to disable quest flags and stash the gun.

I turned the gun in and killed him, and no quest flag on the gun, i can drop and pick it up again.

Its in Concrete Forest in Cement Factory
I think he's in northeast of Concrete Forest, near the small structure beside the big building. The guy should just be chilling outside
