I'm not certain, but I believe this anomaly is called a "flycatcher" - at least in the files.

It seems to, in addition to the slowdown stuff, cause a buildup of "psy points" - again, going by the term used in the files - which are sort of like radiation in that they're detrimental to have and go away over time, and there's a maximum you can reach (100) which presumably kills you (or turns you into a zombie?) but I haven't played enough to see all of what psy accumulation causes.
At one point some hostile phantom stalkers repeatedly spawned that would instantly vanish when shot, and there's also the audio hallucinations you mentioned; there may be more as well but it feels like the flycatcher doesn't build up psy points very fast on its own and is relatively harmless. Maybe some of them are stronger than others.
Also in addition to psy-block, drinking beer appears to reduce psy build up somewhat, haha.
Have you not encountered a controller yet? The vision turns yellow, human and mutant phantoms appear and eventually your health starts falling down.
Oh, I see. Interesting.
Doesn't seems to hurt you at all. But the slowdown could be bad for you if you land in them in the middle of firefight.
