Cannot trade with Shelter

Got the the Noon clan at wild island, got so far Strider even gave me his gun, but im unable to trade with the guy at the weapon stand. Or use the guide. Am i bugged or is this normal?

Use the train cars to the south and cross the river, shop is there.

This is normal. The island is a no trade zone. You have to go across the water to the secret trader called quiet

I get that, they even tell you about not trading. But the guide even asks me where to go, but i get no options to choose exept for news around the zone. Did i not progress enough?

I had the same issue, but i did next mission and when i came back I was able to use the guide.
