Report a translation problem
Download the developer tools from this link https://www.nexusmods.com/stalker2heartofchornobyl/mods/64. Install them by placing the files into the ~mods folder. Next, launch the game and open the console using F10. Then, type the following command into the console: XSpawnItemNearPlayerBySID Inductor. And voilà, you'll receive the Inductor, and the bug will be resolved.

both could be fixed by exiting game and starting it up again
Only works for the Inductor if you didn't go to the WPS first before going to the shelter. The F10 command line trick did fix it for me.

Sure enough, there was a backpack with the inductor in it and I can now continue the story again. If you don't feel like downloading a mod to fix this issue, check if this is also in your game. I didn't see anything there the first time I visited the place, but now there was something.
