or do i need to find a new place for repairs

He will return. At least in my game he did, not sure if the choices I made affect this.

EDIT: Also I think you can use the NPC that tells you he is gone for repairs in the meantime. Not instantly when Diode leaves, but if you wait for a while he will possibly repair your gear.

i still see the technician icon on the map and compass
but its just some soldier standing there

If I remember correctly at some point that soldier will also offer repairs if you don't progress the main quest. But just progress the main quest a bit and Diode will return.
