From what I can tell it's caused by the Emission, if looking at Emissions crashes your game, it will do so in this mission as it's scripted for one to appear when the elevator doors open.
Using a mod that adds a console I teleported out of the facility and spawned an emission at a random location. Once it started my game would crash.
I used the same mod to walk through the suite before triggering the elevator and I was allowed to interact with everything but not sleep. I submitted this as a bug report on the website and I'll see if there's any way to fix this, as it affects all Emissions.
If you go into a tunnel or some bunker/underground area, PAST the mission marker to "hide from the Emission" and delve deeper in, the Emission despawns before it renders, thus every time after the Emission will cause a driver crash because it couldn't render properly.
The fix for this issue was rolling back to a save prior to an emission, forcing it to spawn, and if it didn't crash it was clear.
I remembered I went into a tunnel near Rostok as an Emission started and I never got the "Hide from Emission" objective, so be wary of that.
Noting here for anyone who stumbles upon this issue. Current fix is just load a save that isn't borked, or wait for the devs to fix this.
works in most cases but I am stuck on the elevator for now, in the swamp mission I just ran with the chimera on my ass and ignored it all, cause otherwise the mod would push my emission faster and I'd die to emission dmg

Does anyone know if it's possible to restore saves if you clicked 'Delete Save' in the game? Maybe Steam Cloud can help me?
I recorded the mods, maybe I'll start the game again
