No one is basing beliefs on reddit but ACTUAL in game footage captured in game. If you blindly believe otherwise that is your choice. The fact is enemies spawn around player, the fact is they removed description from steam page and the fact is there are lot smarter people out there that have confirmed the system is busted or non existant. Sure they might fix this in next year or so but the fact is they sold the product against wrong pretance advertising A-Life 2.0 as a thing in multiple interviews through multiple social media services and store front page.
Both can be right, the system can be broken, thus currently things are spawning scripted 50-100 meters away from your face. Neither have to be lying.
Is "A-Life 2.0" a random event spawner/despawner that follows the player, or is it actually a full simulation of the NPCs in the world?
THIS QUESTION STILL HAS NOT BEEN ANSWERED; IT IS THE ONLY QUESTION WORTH ANSWERING. Enough with the "Uh it is in the game, it's just bugged" ♥♥♥♥♥♥♥♥. We do not care if the ♥♥♥♥♥♥ random event spawner/despawner is bugged; that is not what we want them to fix. What we want to know is that they're not ♥♥♥♥♥♥♥ us around, and that there's actual plans to implement actual A-Life to replace the ♥♥♥♥♥♥ random event spawner/despawner.

The game is awesome, but AI and spawning needs a lot of work.
