portable psi installation

i picked it up before the quest and now i cant drop it anywhere.. idk what to do
i dont have any saves before i picked it up

Did you try doing the quest? You have to advance the mainquest until you meet Strider. It's AFAIK the 2nd or 3rd quest after that.
